IRIS² in a nutshell
IRIS² (Infrastructure for Resilience, Interconnectivity and Security by Satellite) is the Union space-based secure connectivity programme, addressing long-term challenges of EU’s security, safety and resilience by offering enhanced connectivity services to governmental users.
The multi-orbital constellation of about 290 satellites will combine the benefits offered by Medium Earth Orbit (MEO) and Low Earth (LEO) satellites. It is set to provide secure connectivity services to the EU and its Member States as well as broadband connectivity for governmental authorities, private companies and European citizens, while ensuring high-speed internet broadband to cope with connectivity dead zones.
Why is IRIS² important for our Union?
Many of us take connectivity for granted, expecting to connect anywhere and at all times.
But, in so-called “dead zones” offering no or limited connectivity or in disaster-struck areas where terrestrial networks can be damaged or destroyed, internet and mobile coverage is extremely limited or not available or can be compromised.
The Union secure connectivity programme, IRIS², is designed to tackle those issues. This new satellite communication system will provide secure connectivity for government-authorised users as well as high-speed broadband for citizens and businesses. The constellation is currently being deployed and is expected to become operational by 2030.
IRIS² will support a wide range of civilian and military applications, including border surveillance, crisis management, and the protection of critical infrastructure. It will also strengthen the EU’s sovereignty and support European innovation and competitiveness.

The IRIS² constellation
IRIS² is a planned constellation composed of about 290 satellites, launched in both Low Earth Orbit (LEO) and Medium Earth Orbit (MEO) to reap the benefits of both.
Who contributes to IRIS²?
IRIS2 is owned by the Union and managed by the Commission. The Commission will work very closely with ESA for development and deployment activities and EUSPA for the governmental service provision.
Nevertheless an important role is expected from the private sector following the conclusion of a concession contract for the design, development, deployment and operation of the system. It will create a favourable environment for the development innovative solutions, notably through the involvement of SMEs and actors from the "New Space" ecosystem.
