The rise of importance of Space Traffic Management (STM) - Pilot Project on STM Final Report
The pilot project (hereinafter also “the study”) highlights the importance of Space Traffic Management (STM) as a major and strategic global challenge. It explores possible ways forward from a European Union (EU) perspective, in line with the overarching objectives set out in the Joint Communication on STM, put forth by the European Commission and the European External Acton Service (EEAS) on February 15th 2022. As such, it aims to equip the reader with comprehensive elements in order to better grasp the challenges arising from STM in the EU context. With the proposition of an STM definition applicable at the EU level, this study paints a complete view STM ecosystem at global and European levels, and discusses the existing regulatory frameworks in place relevant to STM (including lessons learnt from the air and maritime sectors). Following a comprehensive account of the challenges at hand, and the formulation of EU policy objectives, the study offers a high level assessment of three policy actions of the Joint Communication on STM, namely: Action 5.c - Toolbox for assistance around licensing requests, Action 6 – Possible incentive measures to promote the use of standards and Action 7 – Legislative measure on STM.
